Job Summary

This is a 179-day developmental assignment opportunity for a high performing NH-03 OR 04 (GS13 – 14 equivalent) DA Civilian to gain experience performing the duties as a DCI Computer Scientist/Data Scientist/ORSA/Engineer, providing technical staff expertise and oversight of Command T&E Capabilities, initiatives and analysis critical to the ATEC Test and Evaluation (T&E) mission.

This is a recurring developmental assignment for a period of up to 179 days. Start date o/a: 26 October 2026. Salary and benefits will be the responsibility of the parent organization. Temporary Duty Orders (TDY) to and from the assignment’s duty location will be the responsibility of the parent organization, if applicable. Any TDY incurred for mission duties of the developmental assignment will be the responsibility of the host organization. The host organization will determine tour of duty and duty days. The employee will be expected to be on site as needed to participate in or lead various briefings to ATEC senior leadership. Remote option is not available. Situational Telework is available on a case-by-case basis. IT support and facility access will be provided by the host organization, if needed.

Job Responsibilities

Serves as a senior technical expert responsible for integrating, harmonizing, and analyzing data from authoritative Army and DoD sources to generate accurate, accessible, and actionable insights across the ATEC enterprise. Collaborates closely with the ATEC Chief Data and Analytics Officer (CDAO) on digital-transformation initiatives.

Key Responsibilities:

  • Design and develop scalable data-integration pipelines that fuse data from diverse authoritative systems.
  • Implement and maintain enterprise data models that ensure consistency, usability, and accessibility.
  • Build predictive analytics, statistical models, and machine-learning solutions to support decision-making.
  • Develop and maintain dashboards, visualizations, and analytic products for enterprise stakeholders.
  • Identify, prioritize, and refine data requirements in collaboration with cross-functional teams.
  • Ensure data quality, governance, and security throughout the data lifecycle.
  • Assess and integrate emerging technologies, tools, and methodologies to advance analytics capabilities.
  • Document processes, models, and workflows to ensure reproducibility and scalability.

Job Qualification

  • Open to high performing NH-03 or NH-04 (GS13-14 equivalent) Civilians who are assigned to duty location Aberdeen Proving Ground, MD - ATEC HQ, ATC, OEC-APG, and APG tenant organizations.
  • ATEC employees who apply must have served at least 1 year as employee at ATEC prior to application, IAW ATEC Regulation 350-1, Chapter 9-6.
  • Candidates from the following occupational series preferred: computer scientist – 1550, data scientist – 1560, computer engineer – 0854, mechanical engineer – 0830, general engineer – 0801, electronics engineer – 0855, gen physical science – 1301, operations research – 1515, electrical engineer – 0850.
  • Candidates will undergo an interview process before final selections are made.
  • Applicants subject to formal disciplinary action in the last 52 weeks from the time of application will not be considered.
  • Applicants must not have completed a developmental assignment within the past two years from the time of application
  • Applicants must have received a “Fully Successful” or equivalent on their latest performance appraisal.

HOW YOU WILL BE EVALUATED. You will be evaluated based on your level of competency in the following areas:

  • Candidates must be current federal government employees. (Non-government applicants will not be considered for this opportunity)
  • Candidates will be evaluated based on their resume and recommendation letters from their immediate Supervisor and Director.
  • The Commander must be an 06 or GS-15 equivalent or above.
  • External candidates (non-ATEC) will be required to identify their grade and bas pay details at the time of application for eligibility purposes. This can be indicated on the Statement of Interest.
  • Resumes must not be more than 2 pages.
  • Statement of Interest must not be more than 1 page
  • Candidates will undergo an interview process before final selections are made.

Conditions of Employment

1. Candidates must possess and be able to maintain a Secret clearance during assignment.

2. ATEC employees must meet minimum eligibility requirements to apply for a developmental assignment according to the latest guidance published on ATEC 350-01, Chapter 9, Section III, Paragraph 9-6.

3. External candidates must comply with their local policy’s eligibility requirements to apply for a developmental assignment.

4. The employee will be expected to be on site as needed to participate in or lead various briefings to ATEC senior leadership. Remote options are not available. Situational Telework is available on a case-by-case basis.

5. Continued Service Agreement. Per AR 350-1, Army Civilians selected for non-Government training in excess of 40 hours, or Government training/developmental assignments in excess of 160 hours must sign a CSA in the Department of the Army before training begins. The period of service obligation will be equal to at least three times the length of the training period, at a minimum. Command or career program funding the training may require more time based on associated training costs. Calculation of the continued service obligation period will not include weekends or federal holidays. The obligation period begins on the first day following the completion of training or program of study.

The calculator and agreement will be sent after the start and end dates have been finalized. This must be signed and returned to the S1/G1 proponent managing this action prior to the start date. A copy should also be provided to the selectee’s supervisor.
