Job Summary

• This is a Reassignment as an Interdisciplinary at ATC.

• The position is open to current ATEC-ALL employees only.

• The mission of the U.S. Army Aberdeen Test Center (ATC) is to provide test and test support services for authorized customers, within DoD and outside DoD, including government and non-government organizations, domestic and foreign. Provide comprehensive test and training both real and simulated; provide expert knowledge and technical services including instrumentation application, facility operations, manufacturing and fabrication; exploit emerging technologies; and develop leading-edge instrumentation and test methodologies.

• PLACE OF WORK: This position is located within the U.S. Army Test & Evaluation Command, Army Test Center (Automotive Directorate/ Information and Analysis Division/ Data Science Branch and Analytical Branch), Aberdeen, MD.

Job Responsibilities

Independently determines and executes actions necessary to provide the correct methodology and test technology tools required to capture test data or create a realistic environment; research government and commercial products; develop, acquire, or modify products to meet operational testing requirements; verify that the products meet the acceptability criteria for accreditation to support an operational test; certify that the products will not interfere with the systems under test; integrate the products with other products within an environment, and prepares for life cycle support for the product. Provides independent government cost estimates, documents time-phased funding requirements, tracks obligations, accruals, and disbursements against the phased plan and Army goals; and recommends reallocation of resources to adjust to changing requirements and funds availability. Independently participates in the work of a multi-disciplinary team of government and contractor personnel in using test technology products and analysis tools to meet the requirements of operational tests and experiments. Serves as a project leader on more complex projects of both greater size and duration. Provides advanced engineering/technical advice relative to areas of test technology, methodology, and analysis. Represents their directorate in the presentation of technology products, projects, technology support, methodology, and analysis. Serves as an expert for assigned products and test technologies. Keeps supervisor/leadership informed of general progress and critical/controversial issues, but otherwise works independently in managing assigned personnel, products, and projects. Provides authoritative advice and guidance to test technology personnel and test team members on new techniques, concepts, plans, and programs relating to the use of test technologies, methodologies, or analysis. Identifies the need for, advises on, and coordinates the use of new test technologies, methodologies, and analysis.

You will receive credit for all qualifying experience, including volunteer experience. GS-05: No specialized experience. OPM Basic Qualifications have to be met.

GS-07: In addition to basic qualifications, one year of specialized experience which includes 1) Performing routine scientific or engineering tasks to assist higher level employees. 2) Knowledge of scientific or engineering principles and concepts to determine applicability to the work being performed; OR
Education substitution: 1 year of graduate-level education or superior academic achievement. (GPA of 3.0 or higher)

GS-09: In addition to basic qualifications, one year of specialized experience which includes 1) Applying techniques to plan, coordinate, analyze or report on completed tests and evaluation projects; and 2) Assisting with analyzing/evaluating scientific data in the solution of scientific or engineering problems; OR. Education substitution: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

Conditions of Employment

1. This position requires travel away from the normal duty station for business purposes up to 20% of the time.

2. This position requires the employee to participate in the Medical Surveillance Program per ATC Reg 385-2.

3. Some positions may require, in the performance of duties related to the test and evaluation of item(s)/system(s) under examination, work in outdoor environments, lifting of moderately heavy items, and/or the wear of safety/protective equipment.

4. Based on assigned duties, some positions may require access to arms and ammunitions and will be covered by the 1996 Lautenberg Amendment to the Gun Control Act of 1968.

5. Depending on assigned duties, this position may require a top secret clearance, or access to arms and ammunitions, or operation of machinery. If a covered duty situation is assigned, then this position will be a testing designated position, and pre-employment and ongoing drug screening will be required.
